Looks like this is true. According to AP, Kennedy, who is most often the swing vote in 5-4 decisions, will be stepping down. They write that this will give conservatives a solid 5-4 majority.

3. RBG and Beyer will all step down before the end of Trump's second term or die in office from old age. Thomas might go towards the end, especially if the GOP still controls the Senate in 2022. That will move the court to 7-2 conservative. And Kagen isn't really that bad for a lib. Sotomayor is a radical lib in the mold of Ginsburg but Kagen is more in the mold of Sandra Day O'Conner. To left of O'Conner for sure, but Kagen doesn't overtly disregard the Constitution for liberal social justice like Ginsburg and Sotomayor do.
