The ASPIRE Act would give each child born in the United States a $500 savings account. Recipients could then use that money once they were older to pay for education, a first home, or retirement. Low-income children would receive additional funding, and all participants could add to their accounts over time.

here's a better idea, change it so the parents are required to pay the $500 or their kid is automatically given to social services.

One alternative would be to issue $500 face value EE bonds, which would equate to $250 per kid and they could cash them for roughly $500 when they turn 18. But what good is $500? How about teaching kids the VALUE of $500 in grade school so they learn to spend money wisely instead of just handing arbitrary amounts to them? This is the USA, you are supposed to earn your money or lay in the gutter. What a dumb idea.
A $500 savings account at current non-online-bank rates of about 0.2% will be _$518_ when they are eighteen. Even at 1%, which would be EXTREMELY generous for a bank passbook savings account that's $598.
