Why does Comedian Patton Oswald have such a northern accent?

I mean, isnt he supposed to be from Sterling? I dont expect him to sound like Jimmy Carter, but youd think hed have a slightly smoother way of talking.

I'm from the D.C. Area (A Native), but half the time, and especially given whomever I happen to be around a lot, I can sound "Northern" too. This isn't Capron, and on top of that, a lot of folks here hail from mixed ancestry.

I would expect him to maybe have a trace of Northern accent since that area is so transient, but at times he sounds like Gilbert Freakin' Godfried. No one I know in Loudoun County talks like that.
