It expanded to include mobile phones in 2008 under a private grant (associated with Bill Clinton) as Safelink/Lifeline and didn't become a problem as far as fraud until later under Obama as the numbers of mobile phones and those claiming eligibility exploded. One discounted home phone for a relatively small number of households isn't a big deal. Tens of millions who are able to get multiple subsidized mobile phones each are. The biggest crooks in the whole scheme are the providers who benefit with every phone they hand out so they have a vested interest in dealing out as many as they possibly can.
