Well, then just be sure to occassionaly bring it up subtly to your boss. You know like if you're walking to lunch with him or something, or on the elevator talking casually, change the subject somehow to this guy, then lead into "does he monitor everyone's hours, or just mine?" or "Did you ask him to keep track of everyone's comings and goings, because it sort of creeps me out" or something. Whatever seems appropriate at the moment.
You could even add a little dig back at him by saying something like "It's a shame he never sticks around late enough to get an accurate departure time for me"
I had a co-worker at a previous job that arrived at 7:30 and left at 3:00 sharp every day. He used to bitch and moan to my boss all the time about my arriving at 11:15 - 11:45 each day. My boss used to tell me about how much it annoyed the fuck out of him to hear the guy bitching and groaning about my hours. He always told this guy that I was still at my desk every night when he left at 7pm, and sometimes got emails from me or calls at his home from me after 8, so he should just shut up because I was working just as many hours as him, and besides, I was on call 24/7 in case of a server problem, and had often driven all the way out to Verio on 28 at 2 in the morning to swap out bad hardware or whatever.
He was long gone well before I moved onto another job. I think his whining led my boss to choose him during a round of lay offs.

I was hoping for at least a token trophy, but so far I haven't gotten anything.
Or at least a gift certificate from the tapout merchandise store.
