can you sue someone for not paying a bet? Someone owes me $500 dollars because we make a bet who was going to win the election. He didn't pay me yet. I have a sceenshot of him saying he was going to pay me and it was a an agreement. CAN i SUE HIM?

Unless you have some proof of such agreement, like something on paper with a signature stating the amount, then really you are shit out of luck. Best you can do is go to his house with a mossberg and demand payment.
