No, actually most of the Megan Toohey fiasco was due to the Moreno Crime Family. Moreno used Toohey as a pawn against Basl. When that move failed and Megan was humiliated as a result, Moreno ran away with his tail between his legs.

As learned from my CIA and NSA neighbors, at least the new DOJ and alternative media is working on outing eesh and Moreno via privately-funded investigators since I've outed them as working for the federal government and trolling US Citizens, which is illegal.
The US Government has blamed Russia for the same outcome, but the American people have yet to understand the full scope of US spy agency abuse.
There are several corporate entities, such as Booz Allen and Liedos, who are involved in the 1st amendment protection initiative, that will be included in the investigation.
In other news (in jest), the NSA has decided to relocate from "Fort Meade Skelton" and eesh has decided to refrain from referencing Austin Powers movies for a made-up name.
