This is true. But anyone who is familiar with our missile defense system knows that the U.S. military fires several "sounding rockets" along the path of the test missile before they do a test. This is done to calibrate the instruments to ensure a successful test. Let's just hope the North Koreans send up a bunch of test rockets before they launch a real missile so we will be ready.

The threat is not, and never really has been from North Korea. There is far greater risk of NK selling missiles, fissile materials, etc. to outside organizations than of it making a serious attack with its missile systems.
All they have to do is get the technology working properly and sell it. They don't have to launch anything.
