I'm not saying that other flagged ships don't have to be trained in safety protocol. I thought the topic was about Americans not applying or being qualified to do this? I bet it's because 99% of these crews are paid absolute peanuts under the minimum wage of Liberia, et al. thus 99% of Ameicans don't apply. I'm sure there are plenty of qualified people in America that can work on a cruise ship, especially all the ex navy and coast guard personnel.
