Basl drove past a few people's houses and took pictures. He also left a note under Moreno's windshield. That is annoying and obnoxious, but does not qualify as "stalking" and there is nothing criminal about it.

William Moreno drove to the next county to stalk Lizzie, sat outside her house, refused to leave when asked, and finally left after lingering for over an hour,...only to return again.

Lizzie went to Richmond and took photos of Basl's house.

The Morenos are basically carrying out a crusade.
