Obama, on his first day in office, issued executive orders regarding treatment of lobbyists. In those orders, he says “My Administration is committed to creating an unprecedented level of openness in Government." Yet today we learn that Obama has delayed his mid-year budget snapshot until after he hopes Congress has given him his health care reform bill.

In a "new" open government, what exactly is he hiding from Congress and the American people that he doesn't want us to know until AFTER a massively expensive health bill is passed?
If the excuse for bad numbers is "we didn't have enough information" (after having their top team of economists advising him, of course) then why aren't they using their "new" information to shape spending policies now?
