Well yes, if some asshole runs a checkpoint near the US Capitol and displays a firearm and refuses to drop it, the Capitol police should sit around and offer to buy him coffee.

It was also my understanding he was a member of Congress who forgot his congressional credentials that day and thought it was his right to just bull his way through because the guards should have recognized him.

the FCPD doesnt even need any excuse to shoot suspects, all they have to do is say, "opps, it was an accident!"

Rep. Cynthia McKinney, a sixth term Georgia Democrat who represents suburban Atlanta, scuffled with a United States Capital Police Officer after she walked around a metal detector and ignored an Officers repeated requests to stop. By one police account, she walked around the metal detector and an officer asked her several times to stop. When she did not, the officer tried to stop her, and she then struck the officer.

i believe they tried to ask questions when they pulled him over. unfortunately he decided to answer by grabbing a gun so they proceeded to pump him full of more lead than richmond's drinking water.
