Could be anyone. He has a lot of "fans" in the audience. It could also be William himself. He is known to troll himself in a bid for sympathy or to build background for his future criminal defense by anonymously claiming a relative molested him.

the agreements even apply to government and gov workers, hostile takeover companies, anyone who sucks the milk of the lines (those companies, the customers, and previous paid up taxes set in copper and gold in the sky, paid for)
