There are a couple issues with something like this. Ferrying turbofans to orbit is just dead weight. This is partially why you have multiple stages to begin with. Getting rid of the dead weight. Being able to fly to an altitude of a few miles doesn't really help much either (unless you are being ferried by another plane).
That thing looks like some sort of ballistic edge of space plane. i.e. a commercial U2.
