If he were not President he would never have gotten a clearance at all. His associations, past drug dealing, etc. Although an investigation might have resolved the questions about his place of birth.

Just saying, that would have solved the issue. :)
I was absolutely serious about his past associations and drug use/dealing.

The People declare the presidents clearance on election day and the president then decides who have the right to know around him. (At least about things he's told about Wink!)
Congressmen and senators are elected by the people the same way, but in order for them to receive classified info, they have to have a clearance. And of course there are clearances and there are clearances. And they are not going to fuss as much on a gray area on a clearance with a congressman or senator, and as said "about things there told about WINK!.
All you really "NEED TO KNOW" is that if you have ever VIEWED or POSTED on Fairfax Underground Your clearances are now REVOKED! You Will Find out Monday!

The President of the United States may be given access to any government or military information that he requests if there is a proper "need to know", even if he would not otherwise be able to normally obtain a security clearance were he not the President.
The "need-to-know" determination is made by a disclosure officer, who may work in the office of origin of the information. The specified "need to know" must be germane to the prospective user's mission, or of necessity for the integrity of a specified security apparatus.
That being said, there's a lot of stuff that the President specifically avoids knowing about so that he can maintain plausible deniability.

And on a serious note there are details that a president may not want to know after authorizing the main "jist" of a project because they don't want to jeopardize national security with too many sensitive details after they leave office in case something happens to them.
