Fed, state, and local govts suck dick

The governments stress a change in behavior and the population conforms. That change leads to a decrease in tax revenue, so the governments decide to tax in other ways to make up for the loss in revenue that THEY initially asked for.

Example: Use less gas, drive hybrids. People use less taxes and that leads to less tax revenue. So some areas are looking to tax per mile.

Well, here's another example:

DC: a new budget that would tax vapor products like cigarettes — an excise tax currently set at 70% (the same rate at which tobacco is taxed). A small bottle of juice is around $12, while a pack of cigarettes is just over $10.

A spike in vaping among teens — corresponding to a downturn in cigarette use — has led to calls for higher taxes on all vapor products. The report also found the number of high school students smoking cigarettes fell from 15.7% to 9.2% from 2013 to 2014, the largest year-over-year decline in a decade.

Whether you're for or against vaping isn't the issue. The issue is that our government is a piece of shit.

The reason for the tax on gas (at least the original reason) is to pay for maintenance for road infrastructure. Apparently there wasn't an easy way to charge based on mileage (Virginia still doesn't know about the yearly vehicle inspections it does).

The theory behind a cigarette tax is that cigarettes are a luxury and a possible overall burden on society with their health effects. Of course, the health effects of vaping hasn't been clearly established. Should it be specially taxed? Probably not.

You missed the point of the post. When a revenue stream disappears because the government asks people to drive less, drive hybrids, or even not smoke...the government then decides to make up for the revenue they were addicted to.

Actually, the example are relevant. Switching to hybrids doesn't reduce road use so the government needs to find a way to tax "road users" (which is basically everyone since you aren't growing your own food). Sin taxes are different story. If the sins go away, why do we still need that tax?
