I used to think it was a train but don't live anywhere near a train. Neighbors and friends have heard it too. Lots of different explanations. HAARP!?

One thing is for sure, it is not the ominous sound of the Langoliers, but a relaxing hum. Once you hear the other sound, like rice crispies after you pour milk on, you know it is time to prepare for the inevitable.

Just after a small earthquake 5 AM, epicentered near Germantown, MD several years ago, I head a similar noise. (I was in FFX county at the time.)
Felt a vibration, very slight, which persisted. I stood up out of bed felt the floor vibrating too. Opened the front door to the house and leaned out, hearing a similar noise, but it was short .. like one stroke on an electric guitar the sound of which echoed on about 12 to 15 times. (sounded like reverb)
The quake was low on the richter scale. I think it was a 2 point something.
I did not hear this noise the day that quake rattled DC a few years ago. Of course I was in an office building at the time.
So the sound in the video, is tectonic plates moving (?)
