No, but Hillary's brother "coincidentally" did get a seat on the board of a NC company - with no mining experience - which got a lucrative gold mining permit concession. And US taxpayer money built a large industrial park for a textile company which "just happens" to have been a contributor. Among other quid pro quo deals. Not to mention the fraud and mismanagement.
