Lets talk Net neutrality rules

Just a few hours ago the FCC adopted Net neutrality rules to ban Internet discrimination. What is your professional take on this because a lot of people are in the tech industry around here. Does it go as far to protect the average user ( stops throttling ect) or is is only geared for large internet sites that use massive amounts of data like netflix and Amazon? Good idea or bad idea and why?
