Sounds good on the surface, but you forgot there are several hijacked ships (with crews) docked in the bay still caught up in the Negotiations Game.

Pirates go after what is easy and destory the rest. If the life boat is destroyed, and there is a risk that it will interfere with negotiations, there
is a very real probability that 100 or more other hostages may also be killed as an example.

Beside, while US war ships were surrounding the life boat, a group of pirates demonstrated their prowess by hijacking an Italian Tug Boat and now holding the boat and crew hostage, working out the ransom details.
