i tried to invest in worldcom at $.20 cents a share. however they wouldn't let me gave me bullshit about not already being a member and needing $2,000 upfront (which i had - but couldnt afford to have all in stock trade)

unlike enron or who, i'd have be the'd be bailed out since many workers were political kids and the HQ was very close to DC

A cash out normally doesn't occur the same day it is requested. In fact the actual transaction could take up to a week even if it's electronic transfer of funds.

A "cash out" is a meaningless term used by someone like the OP who doesn't have a clue wtf they're talking about.

For tax purposes it's based on the date of individual sale transactions. It makes no difference when someone might "cash out" an account. There's no difference whether the proceeds are maintained in a brokerage or bank account or where they may be ETF'ed. It's still your money in whatever account and you're responsible for any taxes based on the date of the sale.
