These two behaviors are always the same driver. They hog the left lane, eventually move over, and then floor it in the right lane to ensure that you can't pass them.

I take I-64 everyday during the week, and it sucks having only two lanes. I see this type of driver all the time. It's like it hurts their ego to have someone pass them.
