Exactly, which is why a lot of the arguments here are uninformed at best. That's why I asked what Germany was being defined as.
If you define Germany as the borders on Sept. 1, 1939, then it would be 10% of the population (pretending that only Germans were killed, obviously the truth is different). However, if you define Germany at its greatest extent, prior to January 1942, then it's far less than 10% of the population.
