Is actually sitting pretty right now. He literally has no role to play over the next few weeks other than to critique Trump's performance. And whether it is technically Trumps fault or not, if something goes wrong it will be his fault. Not because he is Trump, but instead because he is President. And given the nature of the problem, plenty will go wrong.
Trump needs to hit a home run, or he will be fucked in November.

So in other words, Trump is fucked. You are quite right to point out that even though the pandemic isn't his fault, how he handles it (or doesn't) is. He gets poor marks for making Pence, who is completely unqualified to be the czar of this pandemic in charge of the response. Trump had weeks to prepare and instead, blew smoke up his base's ass about it "not being real" about it "going away" when the weather gets warmer and all that nonsense. Only thing that can save his presidency now is if someone develops a vaccine in the coming months (which isn't happening).
