USA has allowed russia, even india to launch from cape canaviral and access to the grounds and research
it as to stop. every time they get a bonus they spend it on machinery to attack the usa

NASA has frequently hosted foreign countries at cape canaviral and is currently HELPING RUSSIA DEVEOP IT'S (PREVIOUSLY POOR) MILITARY ROCKETS
(usa's mark series were already as close to 100% as you'd ask - but russias had a bad record until clinton and obama funded 20 years of using russia's rocket in cap canaviral)
