Trump needs a device that prevents mass shooters from becoming mass shooters, so he won't be the most mass murderer President.

Something that can keep the kill count below the 6 or 7 dead bodies required to qualify as a mass shooting.

So 5 round clips, and you can't reload until 30 minutes after first responders clear the bodies away.
