I think being an O3 with a regular salary and military benefits would be mroe lucrative than phil's current situation.

There IS a judge designate no point telling you all who.
But no, a judge designate doesn't rule in this kind of case, no. Also to be in contempt you actually have to be in a courtroom and disobey floor orders.

repeatedly filing in the same motion that the decision being appealed was in favor of the litigant wishing the quash of the appeal is null to the appeal process, that he be paid, is not allowed
in VA, an appeal can only be made as to a provable legal technical error of a judge to be corrected (re-arguing the case law is not allowed, only the issue as to what legal error the judge had made, is allowed)
furthermore, anyone knows if a real appeal was filed it'd be filed before 60 days and come with a stay of decision during the appeal process
