You need to understand how the sausage machine works.
The police brass always want more cops. This increases the standing, salaries and clout of the police leadership and has nothing to do with the number of niggers capping each other on a daily basis, although it's a convenient excuse.
At the same time, once or twice a year the ivory tower comes out and says they are starting a new "program" to reduce violence.
In the end, it's wash, rinse, repeat again and again and again. Since the 60's we have all known that it's best to simply cede the ghettos to the niggers and just let them kill each other.
