Federal Employees By State. The federal government currently employs just over 2 million full-time employees, excluding Postal Service workers.

with 2,000,000 federal employees (many aren't in DC: their in the state, any why they aren't called state workers is a good question), much less than 1/200th of the workforce. Your state may have 150,000 federal workers in it, many do.

Most of federal funding (at least 1991000 employees) are "robot funded", meaning IRS money and loans are automatically (confescated/donated) to keep "critical" programs running.
The number of employees considered "essential" has grown quite a bit since Clinton - who first did the "furlough" / firing game.
Before Clinton there was no gimmick. Gov employees were "hard to fire" and all of them were essential and within collected taxes. Every tax season there was a chance a program would be canceled but (feds, state, county) would just move these people to other gov jobs (again, hard to fire).
What remains to be seen is how much the "government is lying". It's said the 9,000 will be back paid (we assume that means they are working at the same jobs that aren't necessarily appropriated by congress), and re-hired.
Other than in-convenience (which employees knew would be possible and were warned of), continuing to work and getting paid later is merely extending a government program in a "late manner" rather than quickly and automatically.
It would mean Congress (who are invested in mortgage industry) don't mind dipping their own employees into mortgage risk to help their own purse - and openly pushing sales of mortgage to them on many radio stations.
It would mean Congress has no new programs, and isn't even canceling bad programs (shifting employees to good ones).
It means: kicking the can down the road. So far. This furlough with only 9,000 furloughed on jan 15 still working: that is the case.
A "nothing burger" for sure.
