Why Trump could "declare emergency"

It's Congresses foremost duty to fund the protection of it's people, it's second duty to fund spending that is Constitutional

It's Trumps job to protect USA from foreign attack. migration isn't attack however a situation where "all land is owned" and "mexico isn't participating with welfare" and "mexico urges poor to flee" (to skip out on welfare to benefit the rich) does make it a: structured financial attack which steals from real americans, crushing their dreams, inside the border

George Washington was the head whip of Congress (today usually the VP sits in as).

It's exactly Trump's duty to borrow from foreign countries or usa banks or - if there is any room taxes - in efficiently protecting Denizen Citizens inside the border of the County from forces outside the County who do NOT pay tax and do NOT follow our laws.

It's illegal for Congress not to fund Military - it's their primary JOB if you count that ignoring bernie sanders insurrection usurps any other of their duties.

Congress does NOT make final weapons or troupe decisions - the President is the Chief of that (though Congress can elect officers and prescribe discipline: clearly the Chief of the military is the Chief), of both the federal AND state milita

Section 4. The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion, shall not be questioned. But neither the United States nor any State shall assume or pay any debt or obligation incurred in aid of insurrection or rebellion against the United States, or any claim for the loss or emancipation of any slave; but all such debts, obligations and claims shall be held illegal and void.

This says Trump can build the wall regardless.

It then also says any Congressional debt involved with insurrection (Make america Mexico again), IS ILLEGAL

lol the 'emergency' is Trump had an offer for 25 BILLION for his wall and killed the deal. Now, he is considering using presidential power to declare an emergency which will result in zero feet of wall being built. Great negotiator.
