Glow in the dark roads

This could be coming our way soon.
Glow in the dark road markings have been unveiled on a 500m stretch of highway in the Netherlands.
The paint contains a "photo-luminising" powder that charges up in the daytime and slowly releases a green glow at night, doing away with the need for streetlights.
Once the paint has absorbed daylight it can glow for up to eight hours in the dark.

These lights won't catch on here, just as underground cables never caught on here.
What is the lumen on these things? Will they be enough to spot things like deer, pedestrians, or bicyclists? Or better yet, in Fairfax, suicidal teenagers?

Funnily enough, there's overhead wires in the background.

This will upset a small but vocal part of the population who are allergic to the intense radiation emitted by these "radium" lines. You know there is a reason they don't make radium watch dials anymore!
