Here is the thing, by implementing tax cut as a stimulus now, when things are going well (thank you Obama) Trump is taking away any remedy for recession you point out is cyclical. There will be no more tricks in the bag when we need stimulus during the next cycle. That will mean any recession will be longer and deeper. That will grow the deficit well above what current predictions are.
Planning for cycles is an important of running a sound economy.

Oh yeah, I forgot. Obama's Fed cut the interest rates down to zero. Essentially, he greedily took enough precautions to save America during his own presidency, but left the next president to work wit very little to work on in the event of an economic event.
