Burglars will not steal them if they are well known useless when stolen / an agent to find who stole it, un-saleable and un-usable due to security measures.
for that reasons: security on the phone (ie, to sell/buy after-market OR get one stolen) isn't just a laugh. it's caused deaths.
the same arguement applies but is much more serious at the national level (information blackouts, stock mis-quotes, spam, wide telephone blackouts)

the policy of using hostile foreigners at Berkeley California and USA grants to fund the around the world to provide software via hacking "free contributions" that tech companies may blindly use (note without paying for it) ...
was/is simply greedy and not sufficient to protect lives and USA communications (ie, to protect an information outage, stock misquotes, banking errors, total phone blackouts, etc - things that could do allot of harm)
specifically the Clinton Obama eras, deregulating FCC, de-comissioning the air force "IT lookout stations", allowing hostile take-overs of telephone companies, dis-reguarding all safetey of where and what technology was being mass-distributed at "suspicious prices"

The topic of "smart phone security" was not taken seriously by Clinton or Obama.
The fact is people die getting a smart phone stolen from them (during burglary).
