Is it illegal to take quarters from those leukemia coin donation cards?

I was getting hot dogs from 7 11 today and needed some change. I took a couple of quarters from one of those coin cards with the cancer kid picture on it, and the cashier looked at me shocked. Is it illegal to take quarters from those things?
