These planters are in an unsafe area which should only be accessed by people who have been trained by Metro on how to do so. Y'alls are the same motherfuckers who when this guy falls and breaks his neck servicing these plants would say, "Holy fuck! Why didn't METRO intervene and stop this guy from going up there?!?!?!"

Waivers? WAIVERS?!?!?!?! Muffakah's all up in here talking about waivers?

The reason Metro won't let him sign a waiver is because waivers don't...mean...shit. The purpose of a waiver is to CONVINCE the person who signs it that they have no legal recourse should the shit go wrong.

"Well, I signed a waiver so even though Metro made it unsafe up here I guess there's nothing left for my family to do but bury me because since I signed a waiver there's nothing they can do to make Metro legally responsible for my death because...you know...I signed a waiver...and it looked real official and junk with lots of big words..."

Well, the flowers would detract from the hellish landscape Metro has been trying to cultivate. I'm sure the Phantom Gardner would get upset if Metro sent a fat woman to sit in his gardens and argue with customers who need to use the bathroom.

I'm sure the flowers are a nice touch. Whenever I think of Metro colors, all that comes to mind in Communist Eastern European gray concrete and 1970s orange train interiors.
