Is same -sex attraction the same as homosexuality?

They say nearly every person at least once in their lives finds a person of the same sex physically attractive. I was wondering then, that homosexuality in of itself is more the act of an imtimate relationship with a person of the same gender, rather than a mere same sex attraction. If a person does not act on this attraction, then they are not doing homsexual acts.
I remember a story someone talked about. It was a guy who said he thought he was gay because he started noticing other guys. It was usually when he was alone for some time or not in a relationship with a woman. But it turns out, once he was around his male friends again, all these same sex feelings went away. He felt the need for male companionship, not the same as a sexual relationship. Since that is true, I wonder if sexuality is a lot more fluid than we think.
