info digging [red light in or on the patio]

so there are a few appartments in my complex that have a red light in or on the patio i was wondering does any one have any info on whats going on there?
i'd rather not think that some ones running brothl out of there appartment but if it lads to that well i'll do what i must but there are two of them in the area so if you have any info i'd appreicate it. this is in dulles greene appartments both are on the backside of astoria circle.
