Is't a policy that every president of the USA has to be involved in a war?

I have noticed since coming here (under Bill Clinton) that every president including Clinton had atleast once invadeD/bombed or sent special forces to another country? Why is that?

We never run out of Al Qaeda. There was a Washington Post story several years ago about the military's policy of attaching the Al Qaeda label to every militant group, insurgency, etc. in the media. They describe these militants' relationship to Al Qaeda in such a way to make it appear that a war is being waged against a common enemy. We often see these weasel words ... affiliated, linked, or inspired.

Historians only rate you as a "great president" if you get involved in a big war, curtail civil liberties, and come out looking like a winner who blows off the law to get things done. Americans love war and tough guys and people who break rules, so basically every president wants to find a crisis to solve through use of force, in order to score political points and to secure his "legacy". That's why Clinton bombed a bunch of nobodies in Kosovo.

And that's why he went into Haiti right after his Mogadishu fiasco, and why he shot some missiles at some random pharmaceutical plant in Sudan.
