I used to manage a hotel near the U.S. headquarters for H&K. They ran tactical training courses for military and law enforcement. Their classes had names like "Responding To An Active Shooter", "Termination of Roosted Sniper" and "Vehicular Interdiction of Mobile Turreted Missile Launcher".
This kind of language has been used by tactical professionals for years...but it typically stayed within their industry like most industry-specific nomenclature. If you were witnessing an "active shooter" incident, you likely wouldn't call 911 and report it as, "We have an active shooter here at..."
You'd likely say, "There's a shooter! People are hit and down! Help! I'm a little bitch!"

Shelter in Place is an old military term for what to do during certain stages of weather conditions like blizzards and hurricanes. How this term came to be used for terrorist activities, I have no idea - but it doesn't make sense!
