If the deficit was "reducing", we wouldn't have to raise the debt ceiling. The size of the annual deficit is lower, but we are still spending almost a trillion more than we're taking in.

The restraints of actually representing the interests of people are tightening around them and they are becoming more and more claustrophobic.
