The state of Texas does not believe in the free market. The Texas legislature passed a law that legally prohibits Tesla Cars from being purchased within their state.

The law also explicitly says, "Employees in Tesla car galleries in Austin and Houston are legally prohibited from offering visitors a test drive, quoting them a price or even directing them to Tesla’s website."

Sounds like neither does. Tesla doesn't want to sell through a dealer network and the states don't want to permit car manufacturers to sell direct to consumers.
