well..the most telling sentence is the last one...The U.S. is one of the few western countries that does not have universal health care, although many states have government programs to help parents cover their children.

Just because Hawaii may have not figured out a way to implement the policy effectively doesnt mean it's a bad policy.

It is odd that the state nObama was born in is now rejecting a failed universal child health care plan. His policies have failed at their roots. Get ready Amerika!
