Dead End vs. No Outlet

It's little things like this that get me. Is there some VDOT criteria for a No Outlet sign vs. a dead end? They both are the same thing.

A Dead End is an actual street which has no exit; No Outlet means that you can not exit from the street in question. No Outlet can be the same as a Dead End, it can lead you to a Dead End, or it can lead you to a one-way street with oncoming traffic.

Example: If Street A and Street B are perpendicular and BOTH ends of Street A are blocked by buildings, then the intersecting point in the middle, where streets A and B intersect, should indicate that whether you turn right or left, you are heading toward a brick wall... A Dead End.

Street B is NOT a Dead End as it intersects with another street. Street B should indicate that there is Not Outlet because if you choose to go down this street, you will not be met with a brick wall, but with another street.

Rule of thumb: If you look down the street and it's visibly blocked, the sign should read Dead End. If you look down and it intersects another street, or enters a neighborhood, then it should read No Outlet.

I thought No Outlet meant that I couldn't plug anything in after passing the sign.

"A 'Dead End' sign is used at the entrance of a single street that terminates in a dead end or a cul-de-sac. A 'No Outlet' sign is used at the entrance to a road network from which there is no other exit, for example, when a small neighborhood composed of several streets has only one entrance on to an arterial street."

It's not just Virginia. Seems to be nationwide.
