Do We Need Laws Concerning Evac Orders?

I don't know about you, but I am tired of reading stories about rescuers putting their lives in danger to save the sorry asses of people who ignore evacuation orders ahead of a hurricane.
I'd be in favor of laws denying mass-rescue efforts in flooded areas, or at least laws saying rescue efforts may not commence for 72 hours after a storm's landfall.
People ignore evac efforts because those people are always rescued. We need to stop risking the lives of people trying to save these idiots that make a mockery of government efforts so save their lives BEFORE the storm arrives. Maybe news outlets need to show video of floating bodies before storms hit so people will take warnings seriously and leave.
At the same time, they should make looting during and after a storm a crime punishable by death, or have a governor promise pardons to anyone shooting them on sight.
