Umm.. If my house was worth $150,000 but now is accessed at $400,000 have I made any money?

You have to buy another place. Unless you're an investor, you're probably going to pay up for a comparable place at comparable prices. So no, you have not made money. It's inflation. The money you extract in a refi will make you feel wealthier so you'll spend more. You can thank me.

While the house may be assessed at 400k that doesnt mean you will get more or less than that when you go to sell. It is only a means for the county to tax you.
If a family moves in next to you and starts doing auto repairs and subletting you may find your home worth much less but the county will never reduce the assessment on those grounds alone.
