No, off-topic. By "of interest to Fairfax county residents" it means as distinguished from residents of any other place.

Well there are a few thousand PSU grads living in the region, just like VA Tech, and Penn State holds big fundraising efforts in Fairfx county every year, so I'd say your logic is off there, chief. Penn State's also alot closer to FFX county than Blacksburg.

He's not wrong. According to your logic, if I have family in Houston then by extension some post about a party happening in some Houston neighborhood is on-topic for Fairfax County. How would VA Tech relate to Fairfax County where Penn State doesn't? Dumb.

Official ruling:

It was on-topic enough to be allowed to stay in the Fairfax General forum for a couple days, but now that it has turned into a flamefest the thread has been moved to off-topic.

Threads about any of the major state schools (VT/JMU/UVA/CNU/W&M) are usually allowed to remain in Fairfax General but it's a case-by-case decision. Since this one is about girls gone wild and not something more pertinent it was probably off-topic to begin with.
