because the USA is the only nation buying oil.

why not start with more efficient cars? seriously, if you have a car that double the distance on the same amount of gas, it's far better than saving %2 of gas. the USA really just needs to force automakers to make their cars fuel efficient. cars that get 50MPG are not fictional, it's just cheaper to make inefficient cars.
