As someone who frequents nightclubs in DC quite regularly I can tell you that this isn't uncommon at all. When I go to my car after a night out it is covered with flyers advertising some event and there are usually 2 things:
A) pictures of illegal drugs or people doing illegal drugs
B) a small print disclaimer saying that the pictures on the flyer are for promotional use, no drug use is condoned, blah blah blah
The people printing these must think police never look at them.
