Did PW County run a massive mosquito project in the 1980’s?

Does anyone remember when Prince William county ran some study where they imported and bred non-native mosquitoes in the 1980’s near the PW Forest park off Spriggs?
Near the landfill area where they currently have a bunch of junkyards.
