Do they still give free refills on soda?

I'm wondering because someone there identifying herself as a manager (not in uniform) stated they do not give refills on their drinks. However, another employee who had taken my order beforehand stated that they do. I have come here before and have never encountered this problem.

Anybody have the contact number for the franchise that owns this place?
